Reactive metrics include the measurement of signal strength degradation, packet loss and voice quality. Thresholds are defined for these metrics which indicate the level at which the users will start to experience poor voice experience and handover is triggered just prior to these thresholds.
Proactive metrics utilize enterprise, home and macro location along with triggers generated by the WLAN infrastructure that provides a network view. These metrics enable deterministic location boundaries to be automatically defined at which a handover is triggered to ensure that calls can complete handover between networks before the thresholds of the reactive metrics are reached where call quality starts to degrade.
Policy-based metrics enable administrators to define policies to influence network selection and handover to optimize call cost, maximize battery life and select the network based on user and time/day.
